The Texas State MLK Holiday became law in 1987. The Architect of The City of Houston MLK Holiday was Former City councilman Ernest B.Mcgowen, Sr.. The City of Houston MLK Holiday became City Ordinance in 1989. Both State and City Holidays are observed on The Third Monday in January in compliance with The National Observed MLK Holiday.

		<description>In 1980, President Reagan signed into National Law, a Federal Holiday in Observance of Dr.Martin Luther king, Jr.. Proponents of The Bill that would lead to This Historic Legisistlation wanted January 15, Dr.King&#039;s Birthday,  as The National Holiday. In compromise, The Third Monday in January was agreed to. Hence,  we obseved This Federal Holiday on that day (The Third Monday In January). Colleges and Universities are usually out for their Winter Break during The MLK Holiday, and return a week or two after The New Year&#039;s Celebration. Since most of their Student Body resides in areas that are other than local, it makes it very difficult, if not impossible, to rally The Students that are in The Performing Arts, such as Marching Band Programs, for much needed rehearsals, not to mention The Logistics of Travel, and some instances, lodging.
